 Summary: White and grey, low stratus clouds looked to cover the whole sky, during the morning, afternoon, evening, and night. The wind speeds looked to be calm. It felt very cold, during the early and mid-morning. It felt cold, during the late morning and night. It felt very cool, during the afternoon and evening. I saw on and off light drizzle, during the early and mid-morning. I saw on and off light to moderate rain during the late morning and through until sometime during the afternoon. Light to moderate with maybe some moderately heavy showers and possibly a thunderstorm or two, were scattered across the Houston, TX area, during the morning, afternoon, and evening.

.AVIATION [00Z TAF Issuance]...

Showers and/or drizzle will taper off this evening as the main
surface low moves northeast into Louisiana. Widespread cloud cover
will persist with IFR to occasional LIFR conditions through late
night. A weak cold front will move through the region late this
evening, bringing gusts 15-20 knots at all terminals. Conditions
will gradually improve by daybreak from southwest to northeast.
KCLL and KLBX terminals should begin to see some clearing by early
Wednesday morning. VFR conditions are expected by Wednesday
afternoon. 05

.SHORT TERM [Through Thursday]...
Weak surface low off the Matagorda coast will trek along the coast
and east of the area this evening...taking the bulk of -ra and
drizzle with it. Another sfc low, and attendant cold front,
currently in n/w parts of the state will pass thru the area later
tonight. Shouldn`t be much remaining moisture to work with so
anticipate a mainly dry fropa along with a bump in nw winds as it
pushes across. Clouds linger across the e/ne half of the CWA into
early Wed afternoon and some locations will struggle to make it
much past the 50 degree mark.

Clearing skies as surface high pressure builds into the area late
Wed into Thurs. Favorable conditions for a light freeze across
inland parts of the area Wed night as the high positions itself
almost directly overhead. (Metro areas inside the Beltway and most
of the coastal counties will most likely remain above 32F).  47


.LONG TERM [Thursday Night Through Tuesday]...
Onshore flow resumes and increases as the high moves off to the east
which will set the stage for a warming and moistening trend into
Sat. The next upper trof should be making its way eastward into the
Plains and Midwest Fri-Sat. Associated surface frontal boundary
should push through the CWA during the day Sat. There should be
sufficient moisture in place for fairly good chances of shra &
iso tsra, but not much of a concern in regards to overall
significance/strength. Quiet, dry wx in the wake of this front
into early next week with low-upper level ridging in control. 47


.MARINE...
A complex forecast for today as a coastal low develops in the near
shore waters as an upper level low approaches from the northwest.
This has led to widespread light rain and drizzle across the Gulf
waters and in Galveston Bay this afternoon. The area has had a
persistent low stratus deck of around 500ft and patchy fog since
this morning which will continue through the evening. A cold front
associated with the upper level low will move through the waters
tonight bringing a slow rise in the clouds through tomorrow morning.
The cold front passage will also usher in moderate to strong
northwesterly winds beginning tonight across the waters. A small
Craft Advisory is in effect for the Gulf waters beginning at
midnight tonight through noon tomorrow as sustained northwest winds
of 20 to 25kts with gusts up to 30kts develop. Wave heights in the
Gulf waters will rise to 4 to 6 feet overnight, then slowly fall
through the day tomorrow. Small craft should exercise caution in the
Bays tonight as well, but the winds should remain below advisory
criteria.

The persistent strong northwest winds overnight tonight into
tomorrow morning combined with abnormally low astronomical tides
will result in the potential need of Low Water Advisories in the
Bays beginning late Wednesday morning through Wednesday afternoon.
Tides will be around -1 to -2 feet below Mean Low Low Water.

High pressure moves over the area late Wednesday bringing light
north to northeasterly winds on Thursday. Onshore flow develops on
Friday ahead of our next approaching disturbance which will move
through the area early Saturday. Moderate to strong northwesterly
winds will likely also follow this cold front`s pass as well.

     for the following zones: Coastal waters from Freeport to
     Matagorda Ship Channel TX out 20 NM...Coastal waters from
     High Island to Freeport TX out 20 NM...Waters from Freeport
     to Matagorda Ship Channel TX from 20 to 60 NM...Waters from
     High Island to Freeport TX from 20 to 60 NM.
